I'm using ^{+} and I want to press CONTROL and + but it pressed CONTROL and SHIFT and +

When I use only {+} it pressed SHIFT and +

I'm using last version 2.3

Is possible to make shortcut for CONTROL and + ?

I also found problem is when I can change keyboard.

I have ENG (United States) - US keyboard and Czech - Czech keyboard
And when I switch between, my mapping keys are behave differently.

ad {+}: In Hidmacros? Do not expect any fix there. In luamacros you can use workaround with lmc_send_input
ad layout switch: be more specific. Yes, mapping is related to character being sent, not to physical keyboard key
