I didn't check, but my first idea is: can't you prepare whole value in script and write complete byte?
Or (if you toggle lights not only by HIDMacros) read the value, mask bit what you want to change and write complete byte.

With FSX you can use SimConnect interface which is in fact API that Microsoft provides for 3rd party tools to control simulator. Did you try to use macro definition ^i (lowercase)? Now I'm not sure if it makes any difference.
BTW when using FSX I recommend to use SimConnect events or variables, then you can control FSX even if it doesn't have focus.

As far as I know only global switch in keyboard properties for complete system.
That's why I have added game devices to support toggle switches. There's no problem if joystick button is pressed for a long time.

Currently it's not possible. For keyboard you can define macro only on key press. For game device buutons (joystick, gamepad) you can define different macro for up and down event, but anyway there's no script command to send only key down or key up message.
